The 200-Village Project
The Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC), as a constituency-based network has engaged in conducting similar regional and local activities during its 20-year existence as a regional network. Through the Project, ANGOC, its membership and the grassroots communities will be able to develop and act upon food security issues locally and formulate significant policies influencing national and regional levels. It is hoped that the 200-Village Project as food security initiative, will be a major contribution to poverty and hunger alleviation efforts under today's globalization trends. Field initiatives should prepare for or change the effects of threats to food security and empowerment at the village level. As such, the Project attempts to localize globalization by interrelating community initiative in different Asian villages at the regional level. This initiative is primarily conceived to monitor and determine the extent to which World Food Summit (WFS, 1996) commitments have been achieved at the household and community level. It specifically concerns Asia, where two thirds (800 million) of the people living in poverty reside, despite the reported economic growth in mid '90s. It involves selection of key food security indicators, which are measurable and could be compared and aggregated at the national and regional levels. The Project also promotes participation of the community, local NGOs, other concerned organizations and government line agencies. The overall process is a key initiative in the Asian region in preparation for the upcoming World Food Summit (WFS) Review by September 2000. The general objective of the Project is to assess food security at the household and community level as the basis for community-level planning and action and policy advocacy at the national and regional level. In the process of achieving this objective, the Project attempts to promote rethinking and influence the shift of the dominant concept and practice of food security as espoused by government and international agricultural institutions. |
