

An ADB-CSO
dialogue held at the Asian Development Bank (ADB) Headquarters, Mandaluyong
City, Philippines, last 11 June 2008, provided Bank staff the opportunity to
listen to civil society perspectives on access to land and food security
issues. NGO representatives from the 6 countries under Land Watch Asia
presented the results of their Country Studies, describing issues and
challenges impinging on land access in their respective countries and
suggested modes of engagement with ADB on such issues.
Land Watch
Asia (LWA) is an ANGOC initiative established to: 1) assess and analyse
current issues affecting access to land; 2) enhance their advocacy
strategies and 3) act on emerging challenges and opportunities. LWA was
forged among organisations advocating for access to land in 6 Asian
countries, namely Bangladesh, Cambodia, India, Indonesia, Nepal and the
Philippines.
ANGOC
reported the findings of the initial study on ADB?s policies that impact on
access to land. Four recommendations were put forward to the Bank: 1)
Enhance CSO- ADB engagement on land issues both at regional and country
level by convening regular dialogues, conducting studies on land, and
greater CSO involvement in monitoring ADB policies and strategies including
the Country Partnership Stategy (CPS); 2) Integrate landlessness as an
indicator in poverty monitoring within ADB; 3) Convene regular workshops on
specific topics like the food crisis and land administration, in order to
heighten the Bank?s appreciation on land issues; 4) Continuously and
constructively engage with CSOs to explore the possibility of formulating a
land policy.
The
following ANGOC members participated in this dialogue: Star Kampuchea
(Cambodia), CANGO (China), SARRA (India), Bina Desa (Indonesia), NFN
(Nepal), PhilDHRRA (Philippines), and SARVODAYA (Sri Lanka).
